Spanish settlers did not begin replacing indigenous indians until
1624. The Portuguese arrived later, but Uruguay was attached to
the Spanish Viceroyalty of Rio de la Plata in the 18th Century.
Rebels fought against Spain beginning in 1810 until independence
on August 25, 1825. Liberal governments nationalized many
industries and services. Social welfare programs are very
active. Uruguay's standard of living is one of the highest in
South America and political and labor conditions are amongst the
freest. Inflation and severe economic problems for more than
twenty years have caused Uruguay to ask international creditors
to restructure its $2.7 billion debt. In February 1973, President
Juan Maria Bordaberry agreed to military control of his
administration due to terrorist attacks. Congress was abolished
and a council of State was developed instead. In 1976 a coup
removed Bordaberry and civilian government was restored to the
country in 1985. @
